1. Overview of Singapore Dental Subsidies
To keep essential dental care accessible and affordable, the Singapore Government provides two primary financial frameworks for private and public dental treatments: the Community Health Assist Scheme (CHAS) and **Medisave**.
While CHAS functions as a direct outpatient subsidy (reducing your bill immediately at counter), Medisave operates as a national medical savings scheme, allowing you or your immediate family members to draw from accumulated funds to pay for surgical outpatient procedures (day surgeries). These systems work independently but can sometimes be combined to offset surgical costs.
2. The CHAS Dental Framework
The Community Health Assist Scheme (CHAS) provides direct subsidies for dental care at accredited private clinics.
MANDATORY CHAS CONSTRAINT: Under MOH regulations, CHAS covers exactly **18 basic, preventive, or restorative procedures ONLY**.
NOT COVERED BY CHAS: Elective, cosmetic, or highly complex procedures are completely excluded from CHAS. This means **dental implants, braces, Invisalign, veneers, and teeth whitening receive zero CHAS subsidies**.
| CHAS Orange Card | Up to S$45.50 subsidy for scaling & polishing (limit 2 visits/year) |
| CHAS Blue Card | Higher subsidy rate than Orange card for all 18 eligible procedures |
| Pioneer Generation (PG) | Enhanced benefits: e.g., Up to S$625 for permanent crowns, and up to S$594.50 subsidy for molar root canals |
| Merdeka Generation (MG) | S$16.00 to S$261.50 subsidy range for selected eligible dental treatments |
3. Medisave Day Surgery Claims
Medisave can only be used for procedures classified as surgical day surgeries under the Ministry of Health guidelines. Non-surgical dental procedures (fillings, scaling, crowns, or root canals) are not Medisave claimable.
Verified day surgery Medisave claim limits for 2026 include:
- Dental Implant (surgical component): Up to S$1,950 per implant fixture. The abutment and crown must be funded privately.
- Wisdom Tooth Surgery: Up to S$1,250 per tooth (100% Medisave claimable for surgical extractions).
- Gum Surgery: Medisave claimable (amount varies depending on SDC Table of Surgical Procedures code).
Claims can be drawn from the patient's own Medisave account or from an immediate family member's account (spouse, child, or parent).
4. The New Flexi-Medisave Framework (Mid-2026)
Starting in **mid-2026**, the Government is introducing the **Flexi-Medisave** update to help senior citizens manage their outpatient healthcare costs.
Under Flexi-Medisave:
- Eligibility: All Singapore citizens aged **60 years and above**.
- Benefit: Up to S$400 per year can be used for outpatient root canals and dental crowns.
- Accreditation: Available at all CHAS-accredited private clinics AND public healthcare institutions.
- No Card Required: Unlike CHAS, seniors do not need a CHAS card to access this—any eligible citizen aged 60+ is automatically qualified.
5. How to Apply & File Claims
Follow these steps to ensure your subsidies are successfully applied:
- Check Card Validity: Check your digital CHAS card status on the Singpass app or apply online via the CHAS portal (eligible households are assessed based on monthly per capita income).
- Register at Accredited Clinic: Present your NRIC and physical/digital CHAS/PG/MG card at the clinic reception before your treatment begins.
- Submit Medical Claim Authorization Form (MCAF): For surgical procedures (like wisdom tooth surgery), sign the MCAF to authorize the clinic to deduct surgical components from your Medisave.
- Review Itemized Invoice: Review the final invoice to confirm the exact CHAS subsidy and Medisave claim deductions have been clearly applied, leaving only the net out-of-pocket balance.
